Trade accounts or switch sim card

My brother used his upgrade last year on my account (three person family plan and I'm the account holder) to get the 3gs on the unlimited data plan and is not eligible, my mom is qualified for the $199 upgrade yet only uses her samsung impression to text rarely with no data plan.

Now my brother wants the new one and was wondering if he could either:


A) Switch accounts with my mom and keep his unlimited data plan,
B) Use the upgrade for her and just switch the sim card out for my brother (using a purchased micro sim) then switch her account back to the impression one,
C) Alternate method
D) Not doable

Here:

1) Get a iPhone 4 using mom's line (Apple/AT&T, shipping/pickup doesn't matter)

2) Once you have iPhone, go to AT&T store and tell them you want your brother's account to have the iPhone and transfer it from mom.

They'll take care of everything for you.

Sounds awesome. Will he be able to keep his unlimited data or is that going to be an issue with him losing it?
