This has been around since iOS 7, and is enabled for everyone. After a few weeks, iOS has a good idea of your travel patterns (say you leave your house for work M-F at 7:30, and leave for home around 5), iOS will tell you, via the Today tab of NC, how long your expected journey will take.
It does not show up immediately, it takes a few weeks to learn your travel patterns.
