I have a colleague (who is in a different city to me) that has taken a 5-minute HD video on his iPad and he wants to send the full file to me for editing.

I recommended something like WeTransfer to transfer it to me - but how can he grab the video file onto his PC in order to upload it?
 
if itunes will not do it my fiancee uses syncios free edition.

lets you take stuff on and off itunes (but not stuff bought in app store/itunes due to drm)
 
Maybe the Scanner and Camera wizard or The Explorer in Windows can access the file already. iTunes is not really responsible for importing pictures or videos onto a computer. Your standard software handles that, just like when you connect your digital camera or video recorder.
 
@ericwn this did not work on my fiancee asus windows 10 laptop.

We downloaded syncios and all is well again.
can take video/photos and documents on and off iphone.
