I'd like to transfer Messages from iphone 5s to iphone 11-Pro,
I do not wish to run a full backup, and I do not wish to keep any messages on
icloud.

However, according to

The somewhat recent icloud message sync feature seems to be buggy and confusing. How come when I go to icloud settings and attempt to turn off messages it tells me "messages have not been fully downloaded to this iphone" every single time. Every Single Time. What does that exactly mean? Because...

on the icloud to be downloaded as needed; that seems to explain the
"messages have not been fully downloaded to this iphone" notification
via the icoud interface.

Hi. I'm afraid I cannot help with this, because about a year ago I learned that you cannot sync data over different versions of iOS, and my iPhone 5s has iOS 12.4.7. currently running, and the iPhone 11 currently is running iOS 13.5.1. It would mean losing all of your data, and even a backup wouldn't work. I'm sorry for the inconvenience.
