Transfer of Iphone between countries

Is it possible to purchase an iphone, use it for the last 3 months I will be in the states, then take it to Japan and use the carrier there?

Or would it be more feasible to just wait?

Its locked to ATT in the US. Also you would have a 2 year contract you would have to break.

I'll be getting transferred on military orders, so I'm thinking that will be enough to break the contract without charges. Then again I've never used att wireless, so I'm not familiar with the contracts they have.
