Transfer photos between to libraries in Photos?

I want to have one library only on my Mac for all my important photos and videos.

Then I want another library that uses the iCloud Photo Library. Sometimes I take some pictures I want to keep, so I want them transferred to my other library.

Any ideas how this can be done easily?

Have tried copying the photos/videos from Photos to my desktop. Have tried it 2 times with about 700 MB of photos/videos. Took about and hour each time. There must be a better solution...
