Transfer themes without ftp?

I've done tons of googling and searches in discussions and still can't find a way to transfer a summerboard theme I have downloaded to my pc to my touch. Everything seems to be for a Mac. I can't connect via ftp, perhaps because I use a neighbor's wifi as I don't have one at home. Shhh. So, is there a way to put a theme onto my touch that's stored on my pc? If so, how? Thanks to anyone for the help.
