Transfer Upgrade on Verizon

On the Verizon site it says I can transfer the one phone I have on my plan to the other phone I my plan. However when I do that it only prompts me to then choose a upgraded phone. When I come back to the site the upgrade eligibility reverts back to the other phone.

This make it impossible to buy an iPhone 6 from Apple.com. Is there something I am doing wrong?

I know this is a late response, but I have an answer. On the site, you can only transfer before you actually make the purchase. In other words, it is part of the phone buying process. I, too, thought I could transfer the upgrade without buying from Verizon. However, you cannot just transfer the upgrade and not buy at the same time.
