transfering apps from one account to another

I share a itunes account with my sister, and i cant stand it when she uses my gift cards, is there a way for me to setup a new account and still use all my apps and get updates?

Nope, you'd have to log into the original account to get the updates. You will however be able to use all the apps synced to your device.
