Transferred HDD's from old MBP to "new" one, option to turn on iCloud Messages disappeared

My old MBP took a crap, so I bought a used one of similar vintage and just transferred the hard drive over.

Signed into iCloud and all that, and everything appears to be working fine, except iMessages in the cloud seems to have disappeared. Even the option to turn it on is gone.

Anyone know how to deal with this?
