I had a 4S. I JB it and installed Cydia and a few apps, some of which were free and some of which I paid for. Great stuff.

Now I have an iPhone 5 and I understand a JB might be available soon after IOS 6.1 is released.

Would it be possible for me, once I JB the iPhone 5 and have Cydia installed, to reinstall some of the JB apps I got through your resources? In other words, I guess, will I be able to log onto the Cydia site, use my email address, and re-download the apps I had before and paid for, or am I going to have to start from scratch?

Cydia is very much like iTunes.
After a jailbreak, use Cydia's home page to Manage Account. Once signed in, everything you paid for (plus all the free stuff) will be available for re-download.
