I have just bought an iPad 2021 model to replace my fathers old iPad air 2. The air 2 was setup with my fathers apple account and email address. But he doesn't use that iPad anymore.

So, I want to transfer all the data from this old iPad to the new iPad but change the account to my account. Is this possible? Will I end up losing all that data and the old apps? Essentially, I took over my fathers iPad and never associated my account with it. So the data is really mine, but linked to his account.

What should I do?
 
If you create and use a wholly new (not amended) Apple ID, you won’t be able to transfer anything you have purchased from the iTunes & App stores to the new ID, but you can transfer your iCloud data (calendars etc) with a little patience.

Second option
When you sign out of the iCloud account you are sharing, in Settings on your iPhone you will be asked whether you want to keep the contents on the iPhone or delete them.
Choose to keep them on the iPhone, then when you log in with the new iCloud Account, you will be asked if you wish to merge them to the new account. Answer yes, and your Calendar and Contacts should be part of the new account.
If your email account is not an iCloud email, then it is not affected by signing out and should remain on your iPhone.
If you were using the iCloud email from the shared iCloud account as your own, then you will need to manually forward the messages you wish to keep to the new account.

And look at so other methods. However you can merge Data and photos, But as for app and book purchases there really isn’t a viable solution. The only thing to maintain information, data and purchases would be to continue to use you fathers Apple ID, in essence take it over and change the email address for the ID to your ID. Delete his email account from your iPad and you enter your account.
You can also look to set up family share on all devices.
