iPhone 13 Pro Max Transferring Messages from 11PM to 13PM

Ok, Not sure if I shot myself in the foot here or not but looking for help on transferring Messages after complete phone setup. We set my wifes new 13pm up brand new as she was coming from an iPhone 11pm. She had a lot of apps built up over the years so we thought a fresh install was the way to go. Well after she went through all the trouble of manually setting things up, we noticed that her old texts did not sync over like we thought they would. Is there a way to bring her texting history from her Messages app over to the new phone at this point? Or are we going to have to reset her phone and start again?

Please tell me there is a way and I am just failing at Googleing how to do it. Thanks!!!

Turn on Messages in the Cloud on the 11pm, plug it in so the messages will upload. Then turn on Messages in the Cloud on the 13pm and plug it in so they'll download.

Can be found in Settings > Your/Wife's Name > iCloud

It is on on both already? Thats why I was so confused when they did not show up.

Another update..... After taking her phone and double checking it was on on the new 13 myself, come to find out Messages actually was not on...... Guess I have to double check the technology for her. lol. Thanks for helping though.
