Migration Assistant via Target Disk Mode or via network or via external HDD, just make sure to copy the complete iTunes folder (Macintosh HD / Users / YOU / Music / iTunes).

Do you have an external HDD or network (ethernet) cable at your home? If so, just transfer the iTunes folder I guess.
Also think about editing your thread title to include the information about you using Windows and not Mac OS X, as this is a rather Mac OS X centric board.

Then create a network between the too and voilà, there you go.
There are many guides on how to network two Windows PCs that will help yo to properly set it up.
