Translation/Dictionary APP

Looking for an app that doesn't require using the web. I am in Europe and you all know the costs of getting data here with a US plan. I need something like RoadLinga used to have for PalmOS. Any ideas, suggestions please? thanks.

I'm not familiar with that app. The Collins French-English Dictionary is available on the App Store if you're happy with single language apps. It doesn't translate phrases but is a very good dictionary.
