transparent fullscreen

i was looking for an application that would make quicktime, for example, transparent 50%, on top of all windows but unclickable, maybe fullscreen, so i could watch tv while i work in numbers or browsing lets say.
this would be great watching over a game too, like simcity.

You might try to do it through CCI (Crystal Clear Interface), though it may need some tweaking or something...not sure.
