Transparent google Chrome Theme.

That's not a transparent theme, just a home page that uses the same background as his computer (it's in the notes). He used this page to do it.

...as it turns out, their is no transparent theme for Google Chrome.

How about Crystal Clear Interface? That will let you control transparency system wide. I haven't used it (yet), but from what I've seen it's better than Afloat.
