Transparent icon help

Hi guys,

Used search and didnt find topic about my issue. I would like to make my application icons little transparent so i can enjoy the beauty of wallpaper to fullest extent. But how do i do that?

Also how do i change wallpaper? If you go settings>wallpaper> then choose the one you need it will replace Lockscreen wallpaper but not springboard wallpaper.. How do i do that?

Is your phone jailbroken? You wont beable to do either of those otherwise.
