Transparent Windows

Is there a way to get transparent windows for the Mac OS X?

Windows XP has third party software to do this.

Does the Mac OS X have a built in function or do I have to download third party software do this?

OSX's drop down menu, context menu. etc are little bit transparent by default, nothing built-in like you mentioned.

I don't know about 3rd party app tho.
