My 6S is under contract until Jan and I'm traveling next month abroad. I considered buying an AT&T 200MB international plan and just using it sparingly but then I realized all iPad cellular models come unlocked. Is it feasible for me to buy a data plan SIM abroad and tether my iPhone to the iPad for data? I don't need to make calls, just need Internet.

Yes, that would work as long as you purchase a data SIM that allows tethering. You could also enable AT&T Wi-Fi calling on your iPhone and make free calls back to US phone numbers.

I would also contact AT&T customer service to see if they might make an exception and unlock your iPhone so you can just get a SIM for the iPhone.
