I’m in Europe for the next few months. Madrid and Paris for the next few weeks. How can I get one of the new 13 inch MBPs with the american english keyboard, not the international one i’ve been seeing here

Would any apple stores have them, or is it some custom order?
 
Not only will you pay more due to higher prices, but each store will have a country specific keyboard.

You might check to see if the Apple Store you visit might be able to special order the US model.
 
You can custom order it and have it delivered to an Apple store.
And then you just pick it up.
 
You can ask for the US layout option at basically any Apple Store, but as others have said you should just wait since the EU prices are much higher.
 
you might have a chance to get tax deducted in EU if your not a citizen. My friend from Switzerland did it in Denmark. So ask about that in store. That should bring the prices in line with the US.
For the keyboard it is a BTO configuration, they should be able to make it in store, but you will have to wait a few days for it
