How easy is os x 10.9 to use if you are migrating from windows? How long will it take me to master os x mavericks if i am a 1st time user of mac os x?

If you are a fairly knowledgable Windows user, you can pick OS X up in a couple hours or so of use. It is not really that much different.

Give this page from Apple a read. It will show you how some of the same things from Windows work on a Mac. This page is for OS X Mountain Lion and has not been updated for Mavericks yet, but it will be the same concepts.
 
It's quite easy.

Except "Finder" (Mac version of Windows Explorer)... it's pretty bad.

Otherwise, you'll probably like it... even more so if it's a laptop. The folks at the Apple store are happy to help you with the transition (purchase includes a 1 on 1 tuition).

OS X is super intuitive. It works similarly to Windows in most cases but is just cleaner and simpler. Should take no time to get used to things.
