Tried to install SB Rotator....

and now my phone keeps restarting...ive tried to put it in recovery mode and its not working...i know i'll have to restore it at some point but how can you put it in recovery mode while its trying to restart itself? please help!

Same thing happened, twice (tried through Cydia & SSH), however both times when the battery got low it kicked itself into Safe Mode, in which you can remove it.

So wait until the battery drains and see if it boots into Safe Mode.

Are you using a cracked version?

I know this was a known issue if you have the cracked version.
