I’ve had my watch a few months but cannot get cellular to work on it. I’ve taken it to the at&t store and they cannot figure it out. I go to the watch app to activate cellular and the error message keeps saying that I do not have number sync on my phone. The at&t store could not figure it out and said it should be working.
 
Tell us a little about your current AT&T phone plan and how many lines you currently have active on your account. Also are you using a AT&T Access ID to login on your iPhone while trying to activate cellular service?

I can’t even get to the screen to put in my ID because the error happens before it. I have 4 lines on my current plan. Mine, my wife’s, and her parents. I think we are on a 15gig plan or something.
 
OK, lets start with the basic steps on your iPhone. First make sure that you have an iPhone 6 or later with HD Voice enabled on iOS 11 or later. Restart your watch and iPhone.

How to check for HD Voice: Please go to Setup > General > About - scroll down until you see a line with ICCID look for the digits 27 or higher in the 9th and 10th positions. This level of nano-SIM is a pre-req for the next few steps. Let's make sure that your iPhone actually is setup for VoLTE. Please go to Setting > Cellular > Cellular data slide ON > Cellular Data Options > Enable LTE should show Voice & Data.

Now make sure that you have an AT&T Access ID setup using just your iPhone's phone number, here is the link with more information on how to create / manage an Access ID using your 10 digit phone number.

Ok, so far the only thing I haven’t done yet is check the ATt access ID. Here is the message I get when going to “set up cellular” in the watch app on the phone.

We can't enable NumberSync℠ because you don't have HD Voice on this device. Call 800.331.0500 and ask for 'Apple Watch Tech Support' to add it and get started. (EDS0008)
 
OK that messages confirms that the Access ID is not your current issue. If you notice in my post I started with the info on HD Voice since it is the major pre-req to have available on your iPhone. If you verified that your nano-SIM supports HD Voice and your iPhone is set for HD Voice.

The next step is to see if you and your iPhone are in an HD Voice service area.

Check your location on the Service map: https://www.att.com/maps/wireless-coverage.html

There are also a couple of other things the conflict with HD Voice: AT&T Smart Limits (often on Family plans) and or the use of a MicroCell. When you look at your iPhone do you see the "LTE" tag on the top left of the screen?

Yes I see LTE besides the at&t logo. I do wonder if I have a family plan as we have 15 gig I believe shared between 4 lines. Do I need a specific plan? Surprised the person at att wouldn’t have been able to tell me to get a new plan with the watch.
 
Short answer on a new plan being required is "maybe".

The official AT&T response is that this list are the only plans that are supported for the self-service activation on the Watch app:

Eligible iPhone Plans:
  • AT&T Unlimited Plus℠
  • AT&T Unlimited Choice℠
  • Mobile Share Advantage℠
  • Mobile Share Value℠
Yes other older plans may work but will need assistance from an in-store rep or by calling 1 (800) 331-0500. I would suggest you call 800-331-0500 and ask for Apple Watch technical support. They should be able to setup a wearable line on your account, park the EID information from the bottom of your watch's box and walk you through the final setup steps.

Why is it that ATT customers appear to have more problems setting up watches than all other carriers combined based on what I’m reading on this site? I’m on Verizon and my watch setup in minutes. Just curious.
 
Not really more problems for AT&T but just "more" AT&T customers and a very large number of different legacy plans that are still supported by AT&T.

AT&T was the original iPhone partner for Steve Jobs and Apple and they still maintain a high parentage of iPhone customers.

Getting the original iPhone is the reason we switched to at&t from Verizon. If I can’t eventually get this to work we may go back.
