Trouble downloading app please help

I have a iPhone 4S ios 7.0.4 and I'm having trouble downloading apps every time I try to download a app it loads normal and says waiting after about 7 minutes it finally goes back to loading again and stays stuck. How can I fix this??

You may have already done this, but on the off chance that you haven't, reset your iPhone. Hold down Power button and Home button simultaneously until the screen goes black and when you see the white apple, release both buttons at the same time. Use iPhone when home screen appears as it normally does.
