iPod touch trouble with apps

for some reason i don't have any control of the application tab when you plug the ipod touch into itunes. i can't change any of the application settings, because it's all greyed out.

i don't want to do a restore, but if i do, and if i'm correct, all of my application settings/ipod touch settings will be completely the same right?

i want some clarification, and any suggestions if i could do anything besides restoring.

A restore for an iPod is the same as a restore for anything else. All data on the iPod will be erased and all settings will go back to the defaults.
