iPhone Trouble with photo library and battery

Hello,

Since ios 13 on my iPhone 11 some pictures never sync from iCloud to my device.
Now and then the iPhone got hot and the battery drains...
I've already restored it from an iTunes backup but theses same picture won't sync...
You can see a screenshot of the battery activity...
Do you got any clues??
