Troubles saving photos from mail to Photos app

Hi all,
My mom has ipad 4 with 3G.
its 99% of the time uses 3G, as she has no wifi in her apartment.
till recently, she used to click an image and save it, and it would appear in the photo stream tab, which was great, since it wont appear in any custom album, making its hard to find in the "all photos" tab.
one day she had a backup notification, so my sister took the ipad and made a backup over wifi.
since that moment, saved photos goes to the "all photos" only, not to photo stream.

What is the easiest way to fix such thing?
is it possible maybe to have a special album for saved attachments?
What would you suggest me to do?

Photostream only works when you have 2 idevices and icloud has to be turned on.


Settings->icloud->photostream->on

Make sure you are logged in with your apple I.D. and password.

iCloud works when both devices are hooked up to wifi plugged in and the screen is black.

Im aware of the functionallity photostream is meant to supply,
Its just that..prior the backup (and I had icloud on), photos saved with browser/mail app would go to photostream tab, now they arent.
isnt there any way to fix it?

since the backup happened, the photos did go to the photostream. so was it saved locally, on the cloud or both?
