Hi! I'm a relative newbie to iPads and iOS in general, so please bear with me. I'm trying to help a friend with his iPad. Last week, he upgraded his 4th generation 16GB (MD516LL/A) iPad to iOS 9.2. He's not clear on how long it took, but within a couple of days, his iPad's storage filled up with junk in the "Other" category. His actual apps, documents, etc. are only ~2GB. I'd solved the same issue for another friend by restoring the iPad, but restoring his only cleared random stuff in storage temporarily--within two days, it had filled up again.

I downloaded iExplorer and as far as I can tell, the iPad is continuously downloading files for the Microsoft Excel and Dropbox apps--maybe more There are some relatively huge folders in the Downloads section, all containing the same data for the same apps. (iExplorer runs like a hamstrung tree-sloth whenever I'm scanning or deleting files, so I just identified the biggest offenders.) Killing the iPad's WiFi and cellular data stops the downloads, as, it appears so far, does preventing any kind of automatic updating at all, but I see that as a temporary solution.

Does anyone have any ideas about longer term solutions or ways of controlling this behaviour? Is there some setting I'm missing? I'd be happy to provide more information as required--again, I'm kind of inexperienced and not sure what all is pertinent. Thanks in advance for any and all advice.
