To make a very long (and frustrating) story short, I ended up turning off the iCloud photo option on my devices and had to restore all of my photos from dropbox. So now, although many are out of order chronologically the photos on my phone are correct.
I do want to eventually use the iCloud photos again so I thought I could go to the iCloud on the web, delete all of the photos there, and then start from scratch. With iCloud photos empty I'd set my devices to use iCloud, photos would be uploaded again and all would be well.
So in the web iCloud I clicked select, picked the last picture, held shift down, clicked the first picture and when all pictures were selected I hit the delete button. In the MOMENTS view there are no pictures. In the ALBUMS view under ALL PHOTOS it says 6486 photos and videos but I just see a bunch of gray boxes. If I click a gray box I just get a spinning wheel.
Has anyone had success removing photos COMPLETELY from the web version of iCloud?
