I got locked out by getting the password wrong 3 times.

I found this instruction (https://www.macworld.co.uk/how-to/iphone-disabled-connect-itunes-3643844/) but I can't get the power off slider to appear: (it won't appear even when I press the top button for a long time):

iPhone 6s and earlier

  1. Follow the steps above: Press and hold the Side (or Top) button until the power off slider appears.
  2. Drag the slider to turn off your iPhone.
  3. This time connect your device to your computer while pressing the Home button.
  4. Keep pressing the Home button until you see the recovery mode screen.

If you want to shut if off, do a hard reset but let go before it actually turns back on (a hard reset turns the phone off first, then back on). A hard reset is home and power buttons held down at the same time.
 
I just tried hard reset but it wouldn't turn off. I held both buttons down for about 10 seconds but nothing happened.

Then you're just going to have to let the battery drain until it shuts itself off.

It's taking a long time for the battery to drain. Is there a faster way?
 
Have the phone plugged in. Hold the power button and the home button simultaneously. When you see the apple logo, let go of the power button, But keep hold of the home button until you see the itunes logo appear. That should let you restore your phone.

holding the two button simultaneously doesn't do anything.
 
The times that have gotten the password wrong a number of times, iOS would report that I could retry again after a timeout period. Has that happened for you?

If all else fails maybe this is an option for you to try.
