iPad Trying to restore from 32GB ipad 4 Backup to 16GB Air?

My backup from 32gb ipad 4 version is too big(28gb of data) for 16gb Air.
Anyhow to take out some apps to accommodate into 16gb?
I dont have ipad 4 anymore..

I restored a 32gb backup to a 16gb but I used iCloud to do it. It didn't throw a fit for me but I wasn't over 16gb of usage either. My apps consume less space on my 16gb probably due to no cache.

Is your backup actually 28GB or is that just the space you're consuming on your iPad? Remember, music, videos, actual apps, etc aren't included in the backup. It's mostly just settings and app data. If you have iCloud enabled, you can check how big the backup actually is.

Did you actually try it and get an error about it being too big? If so, you're probably screwed. I don't know why a backup would be that big though.
