My wife received a new IPad Mini 4. I tried to set it up for her and when I selected the option in setup to restore an ICloud backup. This failed because evidently the backup on her Iphone was done using IOS 9.2 and the new IPad only had 9.0. So I then selected the option to setup as a new IPad so that I could at least load the basic Icons and selected Settings. From here I then updated the new IPad to 9.2. Now my question is where do I go in settings to select that I want to restore the ICloud backup from her IPhone to the new Ipad? I can't find that selection.
 
Thanks for your response. Now when I try to do an Icloud backup on the old IPad it just says "the last backup could not be completed". I have tried several times in the last 24hrs to do this backup so I can restore it to the new IPad. Any suggestions?
 
This is what I did in the past.

On the device you want to backup:
Setting > iCloud > Storage > Manage Storage,
Select the device itself, choose to delete backup. It will turn off iCloud backup too.
Now turn on iCloud backup again, and try to back it up again.
