Trying to restore MacOS on Intel MBP: Can't get past this: "To download and restore macos, your computer's eligibility will be verified with apple"

I click accept or whatever and the prompt goes away. Then it takes me back to a screen to click 'continue' or something to reinstall MacOS. Then I get the prompt again, all I do is go back and forth.
