Trying to set up iPad for Nepal no Apple ID

Hi all my friends. I am from Nepal. I was gifted a i pad by my US friend. I don't have an APPLE ID . I tried to make my APPLE ID but at last it has asked for payment method i.e International credit card , which is not possible for us (Nepali) . So, Please help me to get me out of this great problem.
