TTY (also called TDD) is for phone use by deaf or hard-of-hearing people. Mainly it's used these days for when they have to communicate with someone who can only be reached by landline phone, often with the help of a TTY/TDD relay operator, who reads the typed text to the called party, and then types back the responses.
