TUAW and boy genius posted this earlier today. Before resetting my network connection, I could not "drop the bars" on command. It was a hit or miss, sometimes I could do it, sometimes I could not. All test where done while sitting at my house in downtown denver, 4 blocks from an AT&T tower according to the Atttowers.com site. While I was in the same boat as most, brand new iPhone 4 with a loaded backup from my 3GS, i reset my network settings and can now "drop the bars" on command with the slightest touch to the lower left "black strip". I dont know what this means, but it's not good.

try resetting again? lol
 
tell me about it...I actually restored from my backup and things are back to hit or miss. Not as bad as they were after the reset. I dont know the tech behind this or if it's a fluke?
