Is there a utility that tells you when Turboboost is activated on your i5 or i7?

My guess is when you hear the fans kicking in you know the turbo boost is probably on.

What about when your CPU usage goes over 100% in the activity monitor?

I don't think the fans are an accurate indicator. Turbo boost stays on as long as the processor doesn't exceed the specified power draw limit and is within temperature so in theory, it could be operating at the normal clock speed and still have the fans blasting especially if you have bad luck with the thermal paste.

CPU usage goes above 100% when more than 1 thread is active.

Anandtech mentioned MSR tools as being able to report clock speed. I couldn't actually find a download link, maybe you'll have more luck. In Windows, I think people use Argus, haven't used it myself.
