I don't think the fans are an accurate indicator. Turbo boost stays on as long as the processor doesn't exceed the specified power draw limit and is within temperature so in theory, it could be operating at the normal clock speed and still have the fans blasting especially if you have bad luck with the thermal paste.

CPU usage goes above 100% when more than 1 thread is active.

Anandtech mentioned MSR tools as being able to report clock speed. I couldn't actually find a download link, maybe you'll have more luck. In Windows, I think people use Argus, haven't used it myself.
 
Isn't it activated when you press the TURBO button on the front of your PC? ;)
