How do I disable this prompt from coming up every time I move something from an iCloud location to a non-iCloud location?

Same thing happens with OneDrive or Dropbox if you delete a file or move it outside of the synced folder. If it's there, chances are it's because some people move or delete files, forget then wonder why things are not synced or missing, and companies are forced to put reminders like this, just like they remind you that your hot coffee is hot...
Try unchecking this in the Finder preferences. It's on by default but can be disabled.
