Is it possible to turn off the echo or reverb on the sounds?

The sms and other notifications seem to have developed an echo/reverb type effect, it just sounds tinny and cheap now. The sounds I had before were custom done as I would prefer apple didn't mess with my ringtone sounds.

No, there is no way to do that. If you use custom ringtones, why does it matter?
 
Because the reverb sound is also on the custom alert noises and makes it sound rubbish.

Have you tried resetting all settings (not content) and restarting your iPhone? I remember the sounds on my 4S being weird after upgrading to iOS 7, but they cleared up after I did those.

How do you reset all setting without wiping the phone (not that I'm paranoid)

Settings -> General -> Reset -> Reset All Settings.

There's a separate option to also erase all Content. Not that I'm paranoid either, but do have an up-to-date backup of all your data before using Reset ;)
 
Are you sure it's an echo in the sound and not the vibe motor. Try turning off vibe for rings (leave it for silent for now) and see what happens.
