Turn off watch passcode?

somehow my watch passcode is turned on and I want it off. When I try to turn it off (on phone and watch) it is grayed out.

I do not have an exchange server of any kind on either device.

I have googled it and searched on Mac Rumors without finding a solution.

Thoughts?

Power off and restart both devices? Never seen this, but when anything breaks, first thing to try.

those require passcode on the watch.
