Turn on TV over Cellular

No clue. I have a HomePod and the ATV. How do I use HomeKit? I know of the Home app and used intercom to say “Hey siri turn on appletv” but I will see when I get off if it worked. Thanks…
Doesn’t seem possible. Remote makes you use WiFi and tells you so. Home app doesn’t have a power on/off state for the Apple TV.

The best you can do is connect your tv to a smart plug, and create a shortcut that will turn on your tv when you arrive home. I used to do it all the time.
HomeKit is on your phone as the Home app. Possibly you may have to get it from the AppStore. You add your AppleTV to it and give it a name and location.
For instance, I can say “Siri, turn off master bedroom TV.”

Just curious, why would you want to turn on ATV if you are not there? If you want it on, why turn it off or let it sleep in the first place? It uses so little power at idle anyway.

You can. And if you integrate a remote access protocol, you can control your TV even from the forest. Do you know how to use python?

Can you use the Remote app as you walk up to your front door to turn on the Apple TV - by the time you are in, have taken off your shoes/coat and walked to your living room, the Apple TV will be ready to go. (TVs boot at different speeds, by my LG OLED is pretty fast).
I have one of the (now discontinued) Logitech Harmony Hubs. If I ask my Alexa to "Turn on Apple TV" as I enter my flat, the hub wakes the Apple TV, turns on my TV and amp and the Apple TV home screen is displayed and ready to use in under 12 seconds (I've just timed it, starting the timer when I finish my command to Alexa).
