I must be missing something simple, but how can you turn the volume down of Siri’s feedback?

When I say Hey Siri set volume to 25% the music goes down, but she still “shouts” at me.

I was worried I was waking up others in the house.

I'm yet to find a way to do this. I've tried via the home app but there's no siri volume that I can see.
 
Try this. Tell Siri to stop playing music and then say "Hey Siri, turn YOUR volume to 50%". It seemed to work on mine but maybe I am imagining things.

That, already tried that, doesn't work. Try setting it to say 15% it just doesn't go lower than shouting levels, only suitable during the daytime I'd say.
