Turning of external drive

When I was using windows I would use the safely remove hardware option. What is the safest way to do the same in OS X.

I have been ejecting the drive and then unplugging.

Great, I was getting concerned because after ejecting the driver it is still on, the light would still be lit up.

In windows the light would go off and you could hear the drive power off.

Well, with my WD Passport, I can hear it slow down but the light won't turn off.
