Turning off Communication

Is there any way on the current or on the new 3G to turn off both Edge and 3G so there is no internet signal. I still want phone and wifi, just absolutely no EDGE or 3G.

3G can definitely be turned off. Edge I'm not so sure of.

Reason being, is in Canada we can have voice only (please don't debate it on this post, there is a way) with pay-as-you go Internet. But I don't want to have a internet plan, and since pay-as-you go is really expensive, I need to turn of Edge and 3G.
