All Devices Turning off keychain no longer removes local passwords?

Keychain fail to sync all the time. I used to fix it by turning off keychain in icloud settings and then back on.

It used to be that when you turn it off it asks you if you want to delete the local ones and then when you turn it back on it downloads them again.

In iOS 13 it no longer deletes local ones. Why is this?
