iPhone TV App Icon keeps moving

Hi,

On iOS 13 PB 3, I keep moving my TV Icon app to the 2nd row, however, if I restart my device, which I have done a few times, it moves back to the top row, messing up how I like my icons laid out.

Anyone else seeing this? Going to submit feedback to Apple.
