Because I have moved countries, I have purchases (books, movies) made by two different Apple accounts created in different countries. If you want to download past purchases, you can log into that Apple account and get them. But if you then log into another account and want to download those purchases, you are changing the association of your Mac and that can only be done once every 90 days.

Is it possible to manually transfer those downloads from one Mac to another Mac (ie, not by transferring everything via Migration Assistant) to not get caught in a 90 day quarantine?

I've had this issue in the past, when moving between the UK and Australia. Sadly they are two legal entities, and what you purchase in one, doesn't carry over. The only way I got around it, was to ensure I had downloaded all the content of the one I wasn't going to use in a while, and then 'save' it somewhere, outside of the ecosystem.
The ultimate solution, is to have 2 Apple ID's, country specific. I have my UK account as the iCloud account, and when in Australia I use an Apple ID with a separate email account. Sadly it means some content will have to purchased twice, or as in my case, I don't buy books and movies from Apple (I really on streaming, or Transmission for movies, and I have acquired a Kindle for books).
