TV tuner with USB2

New to Mac since the begining of this year so I have not purchased all the things I need yet. Because of that I am using Boot Camp and Parallels to run Windows XP SP2. I have an external Television tuner for the PC that requires USB 2 and will not run without it. I can install the software no problem but when I connect the hardware I get a message saying that the hardware cannot be found. This happens both in Parallels and Boot Camp. The unit works great on a PC with USB2. I can connect other USB peripherals with out any problems, however, when I connect an external USB2hard drive I get a message that the connection would be faster on a USB2 connection.
Are the ports USB2?
How can I get the USB ports to recognize the tuner?
