Is there a tweak out there that does this, or does at least a program like backgrounder do this? Im fine with iOS' multitasking, just some apps, like the weather app, I would like them to close completely once I switch to another app or hit the home button
 
I haven't heard of anything like this but I've been using a tweak called KillBackground. It adds a red icon to the app switcher (what comes up when you double tap the home key) and when you push it, it closes all open apps.

I know it's not exactly what you're looking for but it will close all apps without requiring you to do it by hand.
